EON always made a point of never having Bond directly engage with real-world politics. He never directly fought the Russians, for instance; even though Orlov is a principal villain in OP, the film makes it pretty clear that Russia does not endorse his actions. Likewise, Koskov is a rogue agent in TLD.
The latest films have taken a more thematic approach to staying current without needing to directly reference real-world events. CR works on the idea of a military-industrial complex profiting off major events by manipulating them. QOS plays with the idea of environmentalism and scarce resources. And SF revolves around information warfare and the role of intelligence agencies. They don't reference specific events, but remain relevant to the time. I imagine B24 will do the same.
