Should Pleasance be considered the best villain when he is in a bad Bond movie?

Basically, I look up best Bond villains, I notice that Blofeld is almost always ranked as the highest. That is, Donald Pleasance's Blofeld particularly.

I can see why people say that as he does give a very menacing performance. However, I feel that he is in one of the overall weaker Bond movies, and I have to ask, is it worth considering him to be one of the best, if not the best villain, if he is one of the lesser entries.
