I figured that Silva was a name adopted after his incarceration by the Chinese, rather than a name he was assigned at MI6.

It was "Tiago Rodriguez" ... and "Tiago" is the Portuguese form of "James".

Eh, it's a little on-the-nose for my liking, even if it is something of an in-joke. "Raoul Silva" does sound like quite a villainous name, but "Tiago Rodriguez" doesn't. It's quite pedestrian. I get that "Tiago" is Portuguese for "James", but "Rodriguez" has no context within the film - it means "son of Rodrigo" - though it would have been stupid if they'd given him a name too close to "Bond". "Rodriguez" is one of the most common Spanish- and Portuguese-language surnames there is, so using it is the equivalent of having an English villain named "Smith" or "Brown".

There are a whole heap of names that could have been used in its place:

Tiago Gonçalves ("son of Gonçalves")
Tiago Carvalho ("oak tree")
Tiago Correia ("forest")
Tiago Serrador ("saw-cutter")
Tiago Neves ("snow")
Tiago Sequeira ("non-irrigated land")
Tiago Magalhaes ("from Magalhaes")
Tiago de Coehlo ("rabbit")
Tiago Penha ("cliff")
Tiago Galhardo ("gallant")
Tiago Freitas ("broken")

And that's just from five minutes on Wikipedia and Behind the Name. Some of the meanings are a little more relevant to the character than others, and I'm not sure how I feel about that - some are a little too obvious - but all of them sound exotic enough for the Bondverse.

It's a pet hate of mine when writers resort to common names like "Rodriguez". They always feel jarring and lazy.
