That story appears to be a cut-and-paste of this story from The Telegraph:

In either version, the $1 billion figure comes down to this:

“It is also a film that invites repeat viewings with its complex and rich script and performances. I think it has taken lessons from Dark Knight and, therefore, could do just as well in its takings.”//
Thus, Crowther says it "could do just as well" as the last two Batman movies, each of which grossed $1 billion in worldwide ticket sales. The Telegraph uses this as the basis to say Skyfall could have $1 billion. At least, there is no other expert quoted. The rest of the story quotes favorable reviews (and there have been quite a few).
Maybe it'll happen. But there doesn't appear to be a lot of reporting in the story.
