they were not inside the Subanese Embassy ground which makes it Sudanese Sovereign territory.

he was arrested by the Park Police and then turned over to the U.S. Secret Service.

I also find it strange that Clooney just met with Obama on Wednesday at the White House to discuss the Sudan situation and today he gets arrested.
