How come no druglord has tried Kananga's plan in real life?

The idea of distributing a billion dollars worth of heroin free in order to increase your number of customers. Or maybe not a billion but however how much you can afford to distribute for free to do that. It's just seems like a really good plan to drive competitors out of the business, so how come no druglord has ever tried that?

Dealers sometimes do, ironpony... Perhaps not to the extent that Kananga plans to, but it happens on a smaller scale at least. Also, I'm not sure it's about driving competitors away, but forming a relationship with a customer so they become regulars.

Unfortunately I lack a drug dealer amongst my circle of friends and acquaintances, so I'm not in a position to ask. What a pity.

Kananga was trying a practiced business method of flooding the market to eliminate competition. Perhaps he excelled in economics and had a business degree...
