What, it was already on the page when the writers started using it, and they left the line there because getting up and finding a blank piece of paper was too much effort?

That was actually aimed at MP's comment that the line had "no writer", Shark.
Anyway, I suspect the hand of Joshua Zetumer on this one. Zetumer was bought in because Forster read his spec script VILLAIN, and liked it. From what I've heard, VILLAIN is supposed to subvert the conventions of the superhero genre; it basically sounds like an unnecessary "tongue-in-cheek" jab at a genre (or, more likel, at its success). Zetumer's whole "turn things upside down" style sounds like it could have easily produced the stationery line.

You could be easily be right. I'm also fairly sure that the Bolivian bar scene that everyone hates was probably penned by Zetumer. Why? He was hired for BOURNE 4. QED.

The Bolivian bar sequence has Paul Haggis' fingerprints all over it - it's deeply critical of the US for interfering with South American politics, and we know that Haggis just loves to make political statements with his work.
That said, I do like the "How long have I got?" / "Thirty seconds." / "Well. That doesn't give us much time." exchange between Bond and Felix.

Nah, I was actually referring to Craig, who admitted in that GQ interview that he was "no writer". At least he knows his limits.
