Yes-partially what you're noticing are the old stock effects mixed in. And of course you're talking about a mix done in 1995 and the first in the series to utilize digital discrete surround formats.
They did change mixers on TWINE and it is a much more intimate dialogue heavy film which I think accounts for me finding it less impressive sonically.

The old foley sound effects was most apparent to me during the Severnaya sequence. It does feel somewhat feel anachronistic to hear from a movie made in 1995. There's even airplane sounds that sounds like it was straight from LTK.
Even TWINE still used old foley though not to the same extent as GE. Most notably when the helicopter dropping Bond and Elektra off on the mountain, which sounds like the exact same helicopter sound from OP when General Orlov is dropped off to Monsoon Palace.

I could be wrong, but does GE have some distinctly old-school bullet impact/ricochet sound-effects? You know, those 'PEEE-EEE-EWWW!' type ones, much favoured by back-in-the-day Westerns for example.

The GE plane effect in the PTS is the same one that goes back at least all the way to Flash Gordon (1980).
After that it is mostly the bullet and ricochets as Blunt points out amongst some other things. I find it endearing sorta like the old school gunshots in Batman 89.
