But i have a feeling it going to be more like Airport introduction of Casino Royale. CR be over colord, i hope cinematographer Roger Deakins make more intresting.

I like the looks of this Shanghai car chase. Has the potential to look really stylish.

And again, more reports (or regurgitated rumors) that the film has gone through budget cuts. Makes sense. We've gone almost three months and we've yet to get any sort of exotic, on-location reporting by the media other than what's been taking place in and around London. Three months into past film productions and you would have had Entertainment Tonight, Good Morning America, etc...having already filed one or two reports from Key West, The Rock Of Gibraltar, Tangier, The Bahamas. Instead, we're getting shots of Bond running around on foot in Canary Wharf. Not a good sign.

That's because filming has only taken place in London and at Pinewood (and Royal Ascot). There has been some second-unit stuff shot in Shanghai (interiors were done at Pinewood), but the shooting schedule has so far been limited to the UK. They're expected to go to Turkey and shoot for three months starting in the middle of February or early March, and then wrap with three weeks' filming in Wales.

This is probably where the rumours of budget cuts and the cancellation of international shooting has come from. SKYFALL appears to take place primarily in Turkey and England, with China and Scotland as secondary locations. Consequently, most of the shooting has taken place in the UK. Compare that to QUANTUM OF SOLACE, which had lots of filming take place in Italy, Austria, Mexico and Panama.

Where are these budget cut rumors?

In the tabloids. They claim that because the budget has been slashed (though they never give a figure), all international shoots have been shelved and filming will take place in Bognor Regis. It's just the same story that was doing the rounds two weeks ago, and it's probably been written that way because SKYFALL hasn't had any international shoots just yet.

Looks the Smithfield shoot on that Saturday back in November was for the long shots of the Range Rover without the stunt driver controlling the rig, to make it look like it's got some autopilot system installed.

I don't think it's an "autopilot system". The rig on top of the car allows the stunt driver to control it. This would in turn allow for the cameras to be on the actor in the actual driver's seat. The combined effect is that the stunt driving can take place, and it looks like the actor is actually driving it.

Then how is Bond supposed to be steering the car? With his cock?

He's not. He's in the back seat. Photos from November - which, as you suggested, was for long an exterior shots of the car - show someone else in the front seat. And while there is no-one visible in the front seat in this shot (http://www.filmnav.co.uk/wp-content/uploads/DC-765_634x506.jpg) , the camera mounted on the side of the car is aimed at Craig.

Then why go to the bother of setting up a steering rig on the car's roof, if Bond's just being driven by a chauffeur?

Because they want the focus to be on Bond during the scene, and the scene clearly calls for him to be a passenger.
