I could see the whole neon set being in the film. It's set in Shanghai anyway.

Nah, it's definitely a scene in the Shanghai portion of the film. The same used for the still of Craig's Bond posing with the PPK, along with Ola Rapace firing a sniper rifle.

Confirmation has obviously just recently come through on that dude's phone that Craig has love scenes with both Harris and Marlohe in Skyfall.

Judging by the expressions of the two guys in the car with Craig, I'd say it's more likely that Rachel Weisz is okay with Bond scoring with two women.

Maybe the two guys in the front seat just got word they'd be on set for the Marlohe body double scenes. Never having seen a naked woman before, they are giddy like girls.

Craig's laughing at them, not with them.

Maybe Bond has to do a all male threesome, and they just found out from Babs.

It's barely registering. Compare with Sean in YOLT, Rog in AVTAK etc. I did the calculations recently. Sean, not surprisingly had the highest average shagometer score per film.
