Oh good lord yes. Absolutely 1000000000% in any scenario yes.
While he wouldn't be my no. 1 choice, his roles for Mike Hodges in Croupier and I'll Sleep When I'm Dead are pure Bond auditions. I remember seeing the trailer for Croupier as a kid and the poster in the local theater, seeing Owen at the tables in a tuxedo looking ultra cool and saying out loud: "is that the next Bond?"

His part in The Bourne Identity certainly suggests he'd have had the coldly detached assassin side of Bond down pat.

Every time I revisit that modern quasi-classic I always want far more screen time with that character. His exit is so well done it gets echoed in the far inferior sequels.

(a local channel was reshowing this, this week and I briefly watched. Utter mess of a film in spite of all the familiar faces, and some luscious ones in the shape of Joanna Pettet and Barbara Bouchet but if only Orson Welles had done an official Bond)

CR '67 ages like seemingly bad wine that somehow turns good. It takes much time and many re-watches but eventually you start to get on its zany wavelength and then one day you realize it's actually genius. I wish it could get a proper 4K scan so it would look properly good again. The video masters are old and make the film look kinda crummy when it had a huge amount of talent in the crew. Plus the mono mix is better than the 5.1 remix and then they dropped the mono. But everyone should own a copy of the score. Particularly the original US Colgems stereo LP as it is known among audiophile circles for being a sonic marvel (Trust me. IT IS!) and that the master tape shredded and is thus gone leaving the LP as the best sounding source for the present sadly.
I'm one of the mad few that hopes to one day see all the excised footage glimpsed in the montages and publicity stills. I quote this madcap mess all the time and would take it any day over Austin Powers...or NSNA for that matter.

The single best Bond youtube upload I've ever seen. Absolutely stunning work and an effortlessly done depiction of a real life attempt to recreate Bond's classic modified Beretta .25 with sawn barrel, skeleton grip, firing pin, silencer.
Here is the second detailing the usage of the PPK in DN and the rest of the novels.

I think it's that guy who has all sorts of Bond mash-ups (Bond as Creed II for e.g). The "Agent XXX" Red Sparrow style one (a 'spin-off in 1980') was one of the best.
