There is a road about a kilometre from the rocks. I couldn't see it on the standard map view because it's a very minor road, but it appears to be mostly sealed:

And I suppose that with a bit of camera trickery and fancy editing (no CGI, of course), Mendes and Deakins could probably make it look like that road passes considerably closer to Cow and Calf Rocks than it actually does. After all, if this is the same Aston chase that was shot in Deptford, they're going to make inner London look like a town in the Scottish countryside. If they can do that, then they can certainly make Ilkley Road appear closer to Cow and Calf Rocks than it actually is.
Of course, all of this assumes that I've accurately pin-pointed the roack to begin with ...

It's a moor, a kind of drained wetland. The soils are very silty, making it difficult to traverse even in a four-by-four. The Aston wouldn't be able to cope with going overland.

Anyhow, it looks like they're planning to outdo the opening Parkour chase in CASINO ROYALE, which is no small feat. I say that because Damien Walters is a practitioner of Freerunning, not Parkour like Sebastian Foucan. The difference between the two, is that Parkour is about getting from point A to point B as efficiently and quickly as possible. Freerunning's more about performing acrobatic tricks and generally showing off, which would probably look more impressive on screen.

The guy appears to be more than just a free-runner. I'm guessing he's also a gymnast - in which case, the actor he's doubling for (possibly Ola Rapace) could also have gymanstics training. We believe the man with the gun in the introductory video posted on 007.com is Ola Rapace. In that case, I could see Walters performing some kind of improvised parallel bars routine as Rapace's character in order to get to an otherwise-inaccessible sniper's perch.

unfortunately I can all too easily picture Craig's Bond stumbling over barren highland after Dench. If it were David Arnold scoring I could well imagine the soundtrack.
