Maybe, but consider the following:
1) The initials "LDLF" were put forward as the initals of a potential title. It doesn't line up with "La Bella Donna Forte", but it wouldn't be the first time a rumour got slightly mangled.
2) We know Rome features prominently in the film - judging by some of the reports of planned sequences, it's going to be a major location.
3) Belluci's rumoured casting has only come up in the past few days, and while the Tweet might only be responding to those rumours - but with an Italian location and a potential Italian actor in a major role, and Italian title isn't too much of a stretch.
4) We know Bamigboye likes to speak in riddles. He was doing it all through SF's pre-production.

I think the QOS title had three major problems. First, it was too esoteric. It had meaning, but it was purple prose. Secondly, EON completely failed to sell it at the press conference, and so they were constantly dogged by questions of its meaning. And thirdly, it suggested an introspective theme that didn't bother to show up until halfway through. I don't see those problems in something like "La Bella Donna Forte". I might not speak Italian, but I know enough to know what "bella" and "donna" are, so even if it's in another language, I'm not completely ostracised by it, and I think most people will feel the same
